C.D. Rhodes, Public Finance and Governmental Attorney, Named New Member at Pope Flynn

C.D. Rhodes has been named a new member at Pope Flynn, a Columbia-based law firm concentrating in public finance and governmental law, effective January of 2020. Rhodes will continue his practice in the field of public finance and governmental law, serving as bond counsel and providing advice and counsel to counties, municipalities, and special purpose districts with significant experience in economic development and utility matters. Rhodes joined the firm as an associate attorney in 2014.

“C.D. originally came to the firm as a law clerk,” said Joe Lucas, managing member of Pope Flynn, “and we felt fortunate that he chose to come to work with us directly out of law school. We greatly value his background in regional and municipal planning, his economic development and utility experience, and his focus on service to our clients. Rhodes serves as the chair of the Advisory Council of the Historic Columbia Foundation and is a 2014 graduate of The South Carolina Economic Development Institute and a 2017 graduate of Leadership Columbia. Prior to his entering the field of law, Rhodes worked with the City of Sumter’s Planning Commission, the Santee-Lynches Regional Council of Governments, and in residential real estate development in Clarendon County.

Rhodes received his JD from the University of South Carolina School of Law. He also holds a Master’s degree in Public Administration from the University of South Carolina and a BA in Historic Preservation and Community Planning from the College of Charleston.
